MCP server for managing AI session handoffs and next steps tracking.

- NextStep → WorkingSession → Handoff → New NextStep chains
- Project-based organization
- Priority levels mapped to implementation impact:
- core-critical: Critical for working implementation
- full-required: Necessary for desired implementation
- enhancement: Improvements and optimizations
